Who can call Sarbat Khalsa?
It is the responsibility of Jathedar of Sri Akaal Takhat Sahib call Sarbat Khalsa. But in some particular immediate situation Pathic Jathebandis can call for Sarbat Khalsa
At the moment Jathedars are not performing their duties accurately and Sikhs are suffering the consequences. These Jathedars are performing as the direct employees of a party and its leaders. Their decisions are directly linked to the benefits of the party leaders.
So in this case, all Panthic Jathebandis owing the responsibilities called for Sarbat Khalsa as an urgent requirement of Panth.
Are there any Examples where Sarbat Khalsa had been called by someone other than Jathedar of Sri Akaal Takhat Sahib?
1. After the demolition of Mahant System by Khalsa Panth, S. Kartar Singh Jhabbar called Sarbat Khalsa in 1920. He was not the Jathdar of Sri Akaal Takhat Sahib but a normal Sikh leader. In the resolution of that Sarbat Khalsa, Teja Singh Bhuchhar was announced as Jathedar of Sri Akaal Takhat Sahib.
2. The last Sarbat Khalsa dated 26th Jan 1986 was also called by Panthic Organizations along with Sangat. Panthic committee of 5 members was announced in the resolution.
Can the Sarbat Khalsa be assembled at Sri Akaal Takhat Sahib only?
In the history there are many examples of Sarbat Khalsa assembled at different places according to the fusibility and availability like Kahnuwan Shand, Budha Johard, Thikriwal etc.
On 16th Feb 1986 Shiromani Akali Dal (B) called Sarbat Khalsa at Sri Anandpur Sahib. Out of the main leaders of SAD (B) at that time are still alive i.e. Parkash Singh Badal and Surjit Singh Barnala.

Certain Sikh organisations and scholars have expressed reservations on call for Sarbar Khalsa by the United Akali Dal (UAD) and Shiromani AKali Dal Amritsar (Mann). Representatives of the Sikh bodies along with various Sikh scholars have urged Bhai Mohkam Singh of the UAD, Simranjeet Singh Mann of SAD (Mann) and other leaders that the congregation proposed to be held on November 10 in Amritsar should not be named “Sarbat Khalsa”.
They suggested that the gathering should be named as “Panthic convention” instead.
As per information a meeting was held at Kendri Sri Guru Singh Sabha office yesterday where the scholars passed a resolution telling the organisers of the “Sarbat Khalsa” that there was a tradition, code of conduct and philosophy under which such a congregation (Sarbat Khalsa) is held. The congregation to be held in Amritsar on November 10 could not be called “Sarbat Khalsa” as it had been scheduled without following the procedure and tradition, they stated.
